Oskar Zapata Solano was born in Iruñea/Pamplona on the 26th of January, 1963. He now lives in Atarrabia (Navarre). His involvement with the Basque language commenced in 1984 when he signed up for Basque classes at the Arturo Kanpion euskaltegi (Basque language school) in Iruñea, and after studying at several euskaltegis he obtained the EGA (Basque language proficiency) certificate in 1999.

In 1998 he became one of the founders of the Karrikaluze Basque language association in Atarrabia.

Since then he has belonged to the board of directors of Karrikaluze and is a member of its "think-tank" committee.

In April, 2004 he began work for Topagunea, the federation of Basque language associations.
